Tender description
This contract is to provide an integrated model of service to maximise ease of access to information, assessment, early intervention, equipment, rehab and support services for adults and children who are blind, partially sighted, D/deaf, hard of hearing or who have a dual sensory loss. This specification proposes to address this by seeking a single lead provider who can offer a range of seamless services via the network of sensory organisations.\r \r The Service will improve the quality of their life and should assist the service users to maximise their independence, help them maintain their health and promote and enhance effective personal support networks. The Service should support the service users to take greater control of their life and allow them to remain as independent as possible within their own home, their community and within their chosen way of life to reduce the needs of people over time.

About the buyer
Knowsley Council runs as a Merseyside local authority, and buys through STAR Procurement, a shared service with St Helens, Trafford, Tameside, Stockport and Rochdale councils. Suppliers register free on the Chest, the shared e-tendering portal for tender opportunities. Higher-value contracts also appear on Contracts Finder, with the largest posted to Find a Tender. Dynamic Purchasing Systems give suppliers an open route in, rather than a fixed approved list. Quotations cover smaller requirements, while formal tenders are run for larger projects. A dedicated business growth team runs Meet the Buyer events to connect local firms with opportunities.
UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).
Over the past 5 years, most of Knowsley Council's contract awards have been in construction work, health and social work and architectural and engineering services.
