Tender description
Preliminary Market Engagement In 2022 the City developed an IFM Framework which consisted of 6 Lots, each Lot represented an area of the City’s estate and was grouped by the functional use of those buildings to drive specifications and outcomes relevant to end user’s needs. In turn, suppliers bid across any number, one or all Lots, depending on their areas of experience, specialism or growth strategy. The Lots included within the 2022 Framework were: 1. Corporate Property 2. Investment Property 3. Arts and Culture 4. Heritage 5. Schools 6. Police & Court Services Each Lot contained a broad range of FM services, hard, soft, catering, horticulture etc... covering reactive maintenance, planned maintenance and projects. All to be delivered by a single IFM supplier via either in-house resources or strategic supply chain partners. The City’s Future IFM Framework Proposal: Following the internal success of this model, which has been verified by external audit, the City now intends to create another IFM Framework based on similar principles and open that opportunity to other Authorities with the City acting as the Framework provider/ manager, supporting both selected suppliers and client authorities through the procurement process. The PME is being conducted via the electronic tendering system ‘City of London Corporation Sourcing & Contracts Portal’ (url:www.cityoflondon.ukp.app.jaggaer.com). To access the PME documentation, please register on the system for free and search ‘Integrated Facilities Management (IFM) Framework’. Organisations should submit their completed PME document via the system by the return deadline of 12:00 on 27/02/2026 to participate. PME document submissions cannot be uploaded after the return deadline.

About the buyer
City of London Corporation buys as a local authority, and sets out its own procurement policies and requirements for suppliers. Its City Fund draws on rental and interest income from the Corporation's own property, alongside business rates and council tax. New tender opportunities are advertised through the Corporation's Sourcing and Contracts Portal, where suppliers register. Lower-value opportunities also appear on Contracts Finder, with higher-value contracts advertised on Find a Tender. A three-year Commercial Pipeline gives suppliers early visibility of larger opportunities. The Corporation also runs soft market testing to shape future procurements with suppliers.
UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).
Over the past 5 years, most of City of London Corporation's contract awards have been in architectural and engineering services, business services and construction work.
