Tender description
Leicester City Council (LCC) needs to replace its payment and income management software as the current contract expires in 2027. The system takes customer balances from various host systems and facilitates payments through a variety of channels. Transactional data is fed back to the host systems in addition to the main accounting system, currently Unit4 Business World. The current IMS software is cloud-hosted, and it is an LCC ICT policy to remain with a cloud-hosted solution. On-premises solutions will not be considered at this time. The Council wishes to appoint a single provider to enter into contract to supply, install and maintain the system for an initial term of two (2) years, with the option to extend the maintenance contract for a further two (2), plus two (2), plus two (2) + two (2) year(s) under the same terms and conditions. Extensions will be subject to satisfactory performance by the successful provider. Keywords: Payment Management System , Income Management System

About the buyer
Leicester City Council buys as a local authority, advertising most opportunities through East Midlands Tenders, its regional supplier portal. Larger contracts appear on Find a Tender instead, where any supplier awarded a contract must also register from April 2026. Some contracts run through outside frameworks, including ESPO and the Government Commercial Agency. Suppliers apply to those bodies directly to become approved framework suppliers. A two-year procurement plan for 2026 to 2028 is published on the council's open data site. Supplier selection also weighs social value, such as local job creation and environmental impact, alongside price.
UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).
Over the past 5 years, most of Leicester City Council's contract awards have been in transport services, construction work and software and information systems.
