Tender description

The purpose of this market engagement is to seek feedback from the Provider market in relation to the provision of a unified SAAS software platform covering the full lifecycle of heat network operation with focus on areas such as regulatory compliance, performance monitoring, asset management, consumer, obligations, financial oversight, end-to-end management, optimisation, development and support of the Westminster City Council (WCC) portfolio. The platform must enable the organisation to: • Meet Ofgem regulatory requirements • Prepare for heat network registration (Jan 2027) • Align with draft HNTAS and technical standards • Improve operational performance and asset value Heat networks are now regulated under the Heat Networks (Market Framework) Regulations, with: • Ofgem authorisation conditions in force • Mandatory registration requirements • Significant financial penalties for non-compliance The organisation operates / develops heat networks across multiple schemes and requires a structured, scalable, and auditable approach to Compliance, Performance monitoring, asset management, consumer, obligations, and financial oversight. This is not a call for tenders or a pre-qualification exercise but is to gain an insight into the market for Heat Networks services and to understand the level of interest and capacity of the market in relation to this future opportunity. Feedback received will be used to inform the commissioning strategy and to refine the Specification for this service. The intelligence provided will also inform internal decision making as to the affordability of the development and support service with the anticipation that this enables an informed budget for a formal sourcing exercise.

About the buyer

Westminster City Council is a London local authority that centralised procurement into a dedicated department in 2020. Tenders above a set threshold are advertised on the council's Jaggaer-built portal alongside Find a Tender. Lower-value contracts go through a streamlined request for quote process for smaller suppliers. Larger contracts run through open procedures, restricted tendering, or frameworks and dynamic markets. The council commissions adults' and children's services with the Royal Borough of Kensington and Chelsea under a bi-borough arrangement. A Contract Management Framework, refreshed in November 2023, governs awarded contracts.

UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).

Over the past 5 years, most of Westminster City Council's contract awards have been in health and social work, architectural and engineering services and business services.
