Tender description
Cambridge City Council is seeking a supplier with demonstrable experience of managing complex decant projects, handling heritage and technical assets and providing secure, dry storage facilities with consistent environmental conditions. Accreditation with the British Association of Removers (BAR) is preferred although the Council will accept equivalent accreditations as an alternative to BAR membership, provided the bidder being able to evidence compliance with the associated inspection, quality assurance, and ombudsman arrangements. The Civic Quarter Project includes the refurbishment of two significant Council assets, the Guildhall and the Corn Exchange. To facilitate the refurbishment works, the Council requires a comprehensive removals, transportation, storage and reinstatement service covering a wide range of assets including heritage items, artwork, antiques, furniture, technical equipment and general operational items. The successful supplier will be responsible for planning and delivering the safe decant of items from both buildings that are required to be stored offsite whilst refurbishment works are carried out. The supplier is to ensure all items are appropriately packed, protected, catalogued where necessary, transported and stored securely, throughout the refurbishment period.

About the buyer
Cambridge City Council is a local authority serving Cambridge, running its own procurement function for goods, works and services. Contract opportunities are advertised on the Due North portal, procontract.due-north.com. Smaller purchases run through call-off or measured-term contracts, each suited to routine buying. Consultancy and similar recurring needs sit on corporate frameworks that can run for up to four years. Specialist training and comparable services can instead be bought through a dynamic purchasing system. The council also draws on frameworks let by national bodies such as Crown Commercial Service and ESPO, applying that framework's own rules.
UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).
Over the past 5 years, most of Cambridge City Council's contract awards have been in business services, architectural and engineering services and waste, cleaning and environmental services.
