Site between Watts Grove and Gale Street, bounded by Compton Close in Bow, London, E3. London Borough of Tower Hamlets. Cleared site. Extant planning permission PA 18 03075 S for 65 units across 3 blocks (3 cores, each with one stair and one lift), up to 6 storeys for construction on existing foundations. Design proposal for lightweight steel frame construction on existing foundations. Works include ground works, landscaping, boundary works, construction of ancillary buildings and apartment blocks. Tenure: 100% affordable rent, mixture of 1 bed, 2 bed and 3 bed units. Sanctuary Housing Association previously conducted a competitive call-off under its Design & Build Dynamic Purchasing System established under the Public Contracts Regulations 2015. No suitable tender was received, as the sole bidder meeting price requirements was unable to satisfy the authority's mandatory bonding requirements. Subsequent market engagement identified only one economically viable and financially acceptable supplier capable of delivering the requirement within the required timescales. The Authority therefore intends to rely on section 43 of the Procurement Act 2023 (switching to direct award following an unsuccessful competitive tendering procedure) in respect of the proposed award to Hadley Group. It is intended to enter into a call off contract with Matrix SCM Ltd under the London Borough of Ealing neutral vendor framework, appointing Hadley Group as subcontractor. The earlier DPS procurement was conducted under the PCR2015 regime and is therefore not linked through the Procurement Act 2023 notice lifecycle. ## Contract award
