Tender description
Soft Market Testing is a method of gathering Market Intelligence on a given subject area by engaging with potential Providers of the services required. Nottinghamshire County Council is undertaking a soft market testing exercise to build understanding of the market and to capture views of a potential opportunity for a Provider to develop a DfE registered AP Free School on Council owned land in Worksop Nottinghamshire. We have included some questions that should be completed on the response form and returned to us via the Portal by 12 noon on Friday 19th December 2025. The information and insight we obtain from this will then support the development of any future tendering opportunity. Neither the intentions nor the purpose of this soft market testing exercise is to confer any advantage upon its participants in any future procurement process. About the buyer
Nottinghamshire County Council is a local authority whose procurement runs through a single, award-winning centralised team. Suppliers register on EastMidsTenders, the council's online tendering portal, to search for and submit tenders. Contracts above a published threshold are advertised there. The procurement team is organised into categories that mirror the council's own service areas, spanning adult social care, children's and cultural services, the chief executive's office and place-based services. A procurement pipeline lists contracts due for re-tender and new projects over the next two years, and is refreshed annually.
UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).
Over the past 5 years, most of Nottinghamshire County Council's contract awards have been in health and social work, transport equipment and architectural and engineering services.
