Tender description
Cambridgeshire County Council is commissioning an independent, proportionate evaluation of the seed-funded element of the Care Together programme. Care Together has several components, including community-led projects supported through small grants and wider activity designed to strengthen local support for older people. This evaluation focuses on the community-led projects that received seed funding. The evaluation will provide a high-level assessment of delivery and early outcomes across all district areas, supported by a small number of case studies and light-touch engagement with partners, participants and community organisations. It will explore the programme’s contribution to prevention and early help, identify key learning, and highlight what works well across different community settings. Findings will inform future commissioning and support the development of a practical evaluation toolkit to guide monitoring and assessment for the 2026/27 Care Together funding round. About the buyer
Cambridgeshire County Council buys as a local authority for Cambridgeshire, with a dedicated procurement and commercial team supporting suppliers. Most tenders are published through ProContract, the council's electronic procurement system. Larger procurements also appear nationally on Find a Tender, the government's procurement portal. Health related contracts are commissioned through the Provider Selection Regime instead. The children's commissioning team runs dynamic purchasing systems for external placements, home and community support and supported accommodation for young people. A separate dynamic purchasing system covers education and social care transport, from minibuses to taxis.
UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).
Over the past 5 years, most of Cambridgeshire County Council's contract awards have been in health and social work, construction work and IT services.
