The award of the contract relates to legal advisor services for the Pimlico District Heating Undertaking (PDHU) renewal. The award of contract will see a legal advisor with a broad range of in-house services support the PDHU renewal programme, with legal advice across property, housing, energy, environment, planning, public procurement, commercial, construction, statutory consultation, finance and more. The Contract Period will be for the full PDHU Programme across RIBA Stage 1 to 7, which is anticipated to run for 8-10 years. The contract is based on a schedule of rates and flexible scope so that services can be undertaken as and when required over the programme. The Council has set an an indicative contract value of £700,000 ex VAT with an initial contract term of 7 years, however, expects the term and expenditure will correlate directly with the programme and the evolving scope of services. About the buyer
Westminster City Council is a London local authority that centralised procurement into a dedicated department in 2020. Larger contracts run through open procedures, restricted tendering, or frameworks and dynamic markets. The council commissions adults' and children's services with the Royal Borough of Kensington and Chelsea under a bi-borough arrangement. A Contract Management Framework, refreshed in November 2023, governs awarded contracts.
Over the past 5 years, most of Westminster City Council's contract awards have been in health and social work, architectural and engineering services and business services.
