Tender description
South Lanarkshire Council have an ongoing requirement to assist with the delivery of VMWare Workspace ONE Advanced Licences. VMWare Workspace ONE, previously known as Airwatch, was originally an on-premiss solution, but has since moved to the cloud and the licenses which originally were perpetual, are now yearly subscription based. The licenses cover both device management and annual support. The licences must be renewed every year to ensure continued management of the devices. The Council require to order subscription licenses for 1 year for 3,500 licenses. The contract will commence on the 29th of January 2024 and will run until the 28th of January 2025 with no extension period. The preferred procurement route for this commodity is via a Direct Award from the Software Value Added Reseller Services (SVARS) Framework to the Framework supplier, Computacenter UK Limited, which offers best value to the Council for a period of 1 year. The SVARS Framework began on the 1st of May 2023, and runs till the 30th of April 2025, with an extension option of 2 years. The Procurement service has reviewed the Framework term and has identified that a proportionate contract length would be 1 year until January 2025, as the client is actively looking to move away from usage of VM Ware.

About the buyer
South Lanarkshire Council runs local government services from Hamilton as a local authority with its own procurement team. Lower-value work runs through PCS Quick Quote, while larger contracts move to PCS-Tender. Dynamic purchasing systems and procured services arrangements keep routes open for ongoing sourcing, particularly in social care. A two-year procurement plan sets out upcoming opportunities each year. No approved supplier list exists, so any business can bid.
Over the past 5 years, most of South Lanarkshire Council's contract awards have been in IT services, health and social work and education and training.
