Tender description
Most street lighting on NH’s Network is un-metered, which means that electricity supplier billing (approximately £40m per year) is based upon lighting inventory data. Estates & Facilities introduced Alloy in 2020 as a replacement to the legacy Street Lighting Database (SLD). This was to address resilience and functional concerns regarding the continued use of SLD. Alloy is used to manage and administrate changes to the company’s lighting asset inventory data. For example, accurate reporting of LED lighting installation will result in lower carbon usage and reduced energy billing costs. It is also the initial data source for results from the national streetlighting survey currently ongoing, it is critical this service can continue. Lot 1: Implementation of Causeway Alloy cloud based Asset Management System for the provision of a Lighting Management System

About the buyer
National Highways is the government company that plans, designs, builds, operates and maintains England's motorways and major A roads, and buys as a central government body. Suppliers register on the National Highways eSourcing Portal to search live tenders and opportunities. Larger contracts are also advertised on Find a Tender, with Contracts Finder used for smaller opportunities. Most work reaches the market through framework contracts covering major schemes and routine maintenance. The Supply Chain Team handles queries on contracts, frameworks and procurement processes. A social enterprise dynamic purchasing system also opens smaller contracts to voluntary and community organisations.
Procurement spend from central entities makes up 66% of overall UK public spend.
Over the past 5 years, most of National Highways Limited's contract awards have been in construction work, transport equipment and research and development.
