Tender description
As part of the development of the new Local Transport Plan for West Yorkshire, we are looking to develop our understanding of the freight and logistics sectors and strengthen our policy position in relation to freight and logistics. This is needed in order to support the freight sector to contribute to the emerging vision and ambitions for our LTP. Our emerging LTP vision is that: ‘By 2040 the West Yorkshire will be a recognised globally as a fair and inclusive region where our communities, businesses and places all benefit from sustainable economic growth. Enabled through a zero emission, affordable, integrated, safe and sustainable transport system’. The draft strategic ambitions which will support this vision are: • Boosting productivity through an integrated, reliable, and resilient transport network that supports growth which expands our labour markets, increases innovation and creates jobs. • Enabling inclusive growth by connecting our people and communities with opportunities, delivering equal access for all and eliminating transport related social exclusion. • Tackling the climate emergency through the fair and inclusive decarbonisation of our transport network, delivering the right choice of transport, in the right place, at the right time New LTPs will also have a greater focus on reducing carbon emissions from transport, so we need to understand these emissions associated with the freight sector and how we can work with industry and local authorities to improve performance and reduce the negative impacts that freight can have on communities and the environment Lot 86955: West Yorkshire Freight Study As part of the development of the new Local Transport Plan for West Yorkshire, we are looking to develop our understanding of the freight and logistics sectors and strengthen our policy position in relation to freight and logistics. About the buyer
The West Yorkshire Combined Authority buys as a local government organisation, with its own Commercial and Procurement team supporting colleagues across the authority. Tenders are published through YORtender, the authority's e-procurement system. Some opportunities also appear on Contracts Finder and the Find a Tender Service. Smaller contracts go out as Requests to Quote, with Invitations to Tender used for larger opportunities. External frameworks including the Crown Commercial Service, YPO and NEPO let the authority procure goods, works and services without running a full tender. The team also builds social value into its procurement processes.
UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).
Over the past 5 years, most of the West Yorkshire Combined Authority's contract awards have been in business services, software and information systems and architectural and engineering services.
