Tender description
Stockport Council ("The Council") is seeking bids from potential suppliers, for the provision of a Transport Planning System. The Stockport Travel Co-ordination Team is part of and co-located with the SEN team. The service consists of a core team of 3 officers who co-ordinate travel assistance and provision of transport for eligible children, young people and adults with special educations needs and disability (SEND). The team works on a geographical basis to find the most cost effective way to transport eligible clients to and from educational establishments within and outside borough of Stockport. There are approximately 580 vulnerable clients that are provided with transport, each having individual requirements. The team currently does not use any route-planning software and route-planning is time-consuming and inefficient.

About the buyer
Stockport Metropolitan Borough Council is a local authority that buys through STAR Procurement, a shared service run jointly with Rochdale, Tameside and Trafford councils. Suppliers register for open tenders on The Chest, the North West's public sector e-procurement portal. STAR Procurement organises contracts across three categories, covering people, place and professional services. A valid purchase order number must accompany every invoice before payment is made. Meet the Buyer events introduce Stockport-based tradespeople and consultants to upcoming projects. Highways works, consultancy services and property contracts are typically procured through STAR frameworks.
UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).
Over the past 5 years, most of Stockport Metropolitan Borough Council's contract awards have been in architectural and engineering services, construction work and IT services.
