Tender description
The National Flood and Coastal Erosion Risk Management (FCERM) Strategy for England (2011) states that the Environment Agency will develop and maintain national information on current and future risks arising from all sources of flooding and coastal erosion. The Environment Agency’s flood risk information underpins decision making in all parts of the business. We presently have a National Flood Risk Assessment (NaFRA) tool that was created in 2002. After a review of requirements and aspirations for our approach to flood risk assessment, we have a strategic vision for a National Flood Risk Assessment 2 (NaFRA2) system to deliver a single, scalable assessment of flood risk that is available, trusted and used. Design and build of a National Flood Risk Assessment tool, incorporating a New National Model. Split over a number of delivery phases from proof of concept, prototype through to final delivery. The contract includes provision for a year's support and maintenance.

About the buyer
The Environment Agency is an executive non-departmental public body sponsored by Defra, and buys as a central agency for flood risk, water quality and pollution control. Flood and coastal risk schemes are delivered mainly through the Collaborative Delivery Framework, alongside frameworks for mapping, modelling and property flood resilience. These frameworks run through a central contract management system. Commercial oversight sits with Defra Group Commercial, alongside the Environment Agency's own project teams.
Over the past 5 years, most of the Environment Agency's contract awards have been in construction work, architectural and engineering services and research and development.
