Public Contracts Scotland (PCS): Scottish public sector tender notices
Public Contracts Scotland is the Scottish Government's national advertising portal for public sector contract opportunities. It operates as the one-stop shop where all Scottish public sector buying organisations, including local authorities, NHS boards, central government, and further and higher education, publish their regulated tenders.
PCS carries contract notices, award notices, and Quick Quotes for lower value procurements, along with contract registers published by many buying organisations. From 24 February 2025, above threshold Scottish procurements are also published on the UK-wide Find a Tender service, while below threshold notices for Scotland continue on PCS rather than moving to FTS. The companion system, PCS-Tender, hosts the end-to-end tendering workflow, including Single Procurement Document responses and evaluation.
Under the Procurement Reform (Scotland) Act 2014, all regulated procurements at or above £50,000 excluding VAT for goods and services, and £2 million for works, must be advertised on PCS. For procurements commencing on or after 1 January 2026, higher thresholds under the Public Contracts (Scotland) Regulations 2015 start at £135,018 including VAT for Schedule 1 bodies' goods and services, £207,720 for other bodies, and £5,193,000 for works.
