Tender description
Simplify & Deliver launched in October 2025 to make DHSC more efficient and effective by reducing low value activity and freeing staff time for higher impact work. The first phase successfully identified the biggest sources of organisational waste and delivered early improvements. Building on this, the current phase (January–March 2026) is focused on tackling the most timeconsuming corporate processes—starting with recruitment and clearances/approvals—to demonstrate rapid, credible improvement at a moment when the Department is preparing for significant structural change. value activity and freeing staff time for higher impact work. About the buyer
The Department of Health and Social Care sets health and social care policy for England, and buys as a central healthcare organisation through contracts tiered by value. Suppliers register on Atamis, the department's e-tendering portal, to see live opportunities. Larger contracts also appear on Find a Tender once government thresholds are passed. Much of this procurement flows through framework agreements and the Crown Commercial Service. Every contract carries a 30-day payment term under the Procurement Act 2023.
UK health spending has nearly quadrupled to £241.8bn in 2024/25, £20bn up on the year before. £140.6bn of that went to procurement, the biggest sector of UK public spending and the fastest-growing.
Over the past 5 years, most of the Department of Health and Social Care's contract awards have been in business services, IT services and health and social work.
