Tender description
TfGM seek to understand more about current operators in the UK micromobility market and how they would approach an e-scooter scheme in Greater Manchester as part of these new trials. The DfT have recently asked local authorities if they wish to partake in new e-scooter trials. Five districts – Manchester, Trafford, Stockport, Bolton and Tameside have submitted applications, with Salford currently managing the contract for operating their own e-scooter trial scheme. This would mean six out of ten GM districts are able to continue or procure e-scooter schemes, if approved, from 2026 to 2028. TfGM seek to understand how this could be delivered between 2026 and 2028, ahead of e-scooter trials ending and legislation changes which will require TfGM/GMCA to become the licensing authority for any GM-based micromobility schemes moving forward. About the buyer
Transport for Greater Manchester is the local transport body behind the Bee Network, buying with its own team of CIPS-qualified procurement professionals. Tenders are advertised on ProContract, the organisation's own e-tendering portal. Larger opportunities are published as Pipeline Notices on Find a Tender, with older award notices held on Contracts Finder. Established frameworks, run either externally or in-house, cover much of what TfGM buys for ease and speed. Bus contracts follow a separate route, procured through the Bee Network's bus franchising model. Suppliers can reach the procurement team directly by email for guidance on bidding.
UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).
Over the past 5 years, most of Transport for Greater Manchester's contract awards have been in business services, transport services and IT services.
