Tender description
City of Wolverhampton Council is exploring the adoption of devolved DVLA Vehicle Excise Duty (VED) enforcement powers, enabling it to directly identify, immobilise, remove, and manage untaxed vehicles using ANPR and DVLA data, and is conducting a Preliminary Market Engagement to assess supplier capability to deliver a fully outsourced end-to-end enforcement service—including call handling, vehicle lifting, impounding, and customer fee processing—in order to reduce crime and anti-social behaviour, improve public safety, and recover public revenue lost through VED evasion. About the buyer
Wolverhampton City Council is a local authority that runs its own corporate procurement function covering goods and services for the city. Tenders and contract opportunities are published through the ProContract portal, where free registration takes about ten minutes. A public contracts register lists every live agreement the council holds. Projects due for retender within the next three years appear in a rolling procurement pipeline. Many requirements are sourced through existing frameworks, where suppliers have already pre-competed, rather than run as fresh competitions. Registered suppliers are notified automatically when a new opportunity matches their expertise.
UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).
Over the past 5 years, most of Wolverhampton City Council's contract awards have been in architectural and engineering services, construction work and health and social work.
