Tender description
This procurement is for a Maternity Peer Support Service in the City of London and London Borough of Hackney. This service will be responsible for the recruitment and management of volunteer mentors, who will provide basic advice, signposting and social support to pregnant people or those in the postnatal period. This service is intended to improve the health and mental wellbeing of mothers and their babies. The interventions are intended to reduce isolation, provide advice and reassurance, as well as support clients to access other key other services early. Hackney is seeking a partner that can work with our communities to develop a service and cohort of mentors that reflects the full breath of communities in Hackney. This will include delivering an Anti-Racist, Trauma-informed and Systemic service in line with Hackney’s principles which reduces barriers for underserved communities to ensure equity of provision. The procurement is expected to be run as an Open Competitive Tender under the Procurement Act 2023. Prospective providers will need to submit bids responding to questions seeking to assess the quality of provision they can provide, and pricing submissions. Further details will be provided at the market engagement event, and full details within the tender pack. The contract is expected to have a maximum value of £237,500 and last for 1 year and 11 months from 1st May 2027 to 31st March 2029. It is not expected that the contract will include any extension options.

About the buyer
London Borough of Hackney is a local authority that buys through its own procurement team, the Hackney Procurement Centre. Contract opportunities are advertised on ProContract, the council's eTendering system. Registration on ProContract is free, though every supplier is manually vetted before approval. Larger contracts also appear on Find a Tender, and suppliers bidding nationally must register on the government's central digital platform under the Procurement Act 2023. A public contracts register lists every agreement the council has awarded. Suppliers registered on ProContract can also bid for further London authority and public sector contracts.
UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).
Over the past 5 years, most of London Borough of Hackney's contract awards have been in construction work, architectural and engineering services and health and social work.
