Tender description
The Crown Office and Procurator Fiscal Service (COPFS) plans to go out to tender for an HR and Finance System during November 2026. It is expected that the tender will be published for 74 days with a 2 week break built in over the Festive period. Lot 1: The Crown Office and Procurator Fiscal Service (COPFS) intends to publish a tender in mid-November 2026 for the procurement of an integrated HR and Finance system for circa 2,900 employees. The scope of the requirement includes: -Finance -Human Resources (HR) -Payroll -Time and Attendance -Learning Management System (LMS) COPFS will consider solutions where a prime supplier delivers some elements through sub-contractors, provided that: -The overall solution operates as a single integrated system. -Users have a single sign-on (SSO) experience across all modules and functionality. -All mandatory technical requirements are met. -The supplier remains accountable for delivery and performance of the complete solution. Indicative Tender Timescale -Tender period: 74 days -Festive shutdown period: 2 weeks (excluded from bidder response time) Activity Date - Contract Notice and ITT Published: Approx. 9th November 2026 - Deadline for ITT Clarification Questions Received: Approx. 14th January 2027 - Festive Break (excluded from response period): Approx. 21 December 2026 – 3 January 2027 - Tender Return Deadline: Approx. 25th January 2027
