Tender description

The Royal Borough of Greenwich is undertaking preliminary market engagement to inform the future commissioning and procurement of residential accommodation and support services for adults with learning disabilities, autism and complex needs. The Council is reviewing future arrangements for five Council-owned, CQC-registered residential care homes providing approximately 41 residential bed spaces. The Council owns the properties and acts as landlord. The future service is expected to provide high-quality, person-centred residential care and support for adults aged 18 years and over with learning disabilities, autism, profound and multiple learning disabilities (PMLD), complex health needs and behaviours that may challenge. The Council wishes to engage with potential providers to help shape future service models, procurement arrangements, property and lease arrangements, mobilisation requirements and contract structures. Market Engagement The Council seeks feedback on: • Residential care delivery models, innovation and best practice. • Positive Behaviour Support (PBS) and specialist support approaches. • Promoting independence, progression and community inclusion. • Workforce recruitment, retention and mobilisation. • Property management, estate stewardship and facilities management. • Building insurance, repairs, maintenance and asset management responsibilities. • Contract structure, contract length and commercial arrangements. • Mobilisation and service transition requirements. • Current and anticipated cost pressures affecting service delivery. • Opportunities to improve outcomes, sustainability and value for money. The Council welcomes engagement from organisations with experience in residential care, learning disability services, autism services, accommodation-based support, property management and related services. Market Engagement Activities The Council may undertake: • Market engagement questionnaires. • Provider engagement events and workshops. • One-to-one provider discussions. • Follow-up clarification exercises.
