Bassingthorpe Farm Strategic Development Partner

Tender description

A development partner is being sought who can support the Bassingthorpe Farm project project across two key stages: 1. Planning (Stage 1): working collaboratively with the landowners to optimise viability, value and deliverability within the prevailing planning and policy context, the partner will be expected to prepare and submit a satisfactory planning application for the project, structured to support delivery and viability. 2. Delivery (Stage 2): implement and deliver the planning permission through the delivery of key enabling infrastructure and through direct delivery of housing led development or via onward disposal of serviced parcels to housebuilders, or other delivery routes as appropriate. This market engagement activity provides an early opportunity to introduce the Bassingthorpe Farm development opportunity, assess market appetite and obtain informed feedback on the matters addressed in the questionnaire. The Council does not undertake to accept or follow any recommendations or proposals provided during PME but will consider such input in finalising, among other things, its procurement strategy, specification, commercial model, evaluation methodology, procurement documentation and programme. In taking account of such input, it shall take reasonable steps to ensure no respondent is provided an unfair advantage in the ensuing procurement process. A market engagement event took place on the 13 October 2026, and all documentation presented at this event has been uploaded to ensure all potential bidders have access to the same information.
