NHS Golden Jubilee Board is publishing this VEAT Notice in the interests of transparency in relation to its intention to award a contract in accordance with Regulation 33 of the Public Contracts (Scotland) Regulations 2015. National Waiting Times Centre Board (NHS Golden Jubilee) intends to enter into a contract for the provision of Lead Consultant, Architect and Principal Designer duties to support the alterations proposed to the Level 4 ward refurbishment project with Wylie Shanks Architects. Lot 1: NHS Golden Jubilee Board is publishing this VEAT Notice in the interests of transparency regarding its intention to award a contract in accordance with Regulation 33 of the Public Contracts (Scotland) Regulations 2015. National Waiting Times Centre Board (NHS Golden Jubilee) intends to enter into a contract with Wylie Shanks Architects for the provision of Lead Consultant, Architect and Principal Designer services in support of the Level 4 Ward Refurbishment Project. The services will include delivery of RIBA Plan of Work Stages 2-6, design and specification for replacement windows, and design development required to achieve dementia-compliant refurbishment standards. The proposed award to Wylie Shanks Architects is justified under Regulation 33 as the consultant has developed the existing design proposals and possesses detailed project-specific knowledge essential to the continuation of the project. A change of consultant at this stage would require significant review, verification and potential redesign of the work already undertaken, resulting in duplication of professional services, additional expenditure, programme delays and increased delivery risk. Continuity of Lead Consultant, Architect and Principal Designer services is necessary to ensure consistency and compatibility with the design development completed to date, maintain design integrity, and support the efficient progression of the project through the remaining RIBA stages. The appointment of an alternative provider would create substantial technical and operational challenges and would result in disproportionate inconvenience and additional costs to the Board. NHS Golden Jubilee therefore considers that the continued appointment of Wylie Shanks Architects represents the most economically advantageous approach, ensuring project continuity, minimising risk, avoiding unnecessary duplication of work, and supporting the timely and successful delivery of the Level 4 Ward Refurbishment Project.
