Tender description
This contract has been awarded under the urgent circumstances provision of<br/>the Health Care Services (Provider Selection Regime) Regulations 2023.<br/>For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award.<br/><br/>The contract relates to the provision of:<br/><br/>- Adult Medium Secure Male Deaf Services;<br/>- Adult Medium Secure Male Acquired Brain Injury (ABI) Services<br/><br/>This contract has been awarded following regulatory action affecting the incumbent provider's ability to continue delivering the services in accordance with contractual requirements. The circumstances created an immediate need to secure continuity of highly specialised services and maintain safe patient care arrangements.<br/><br/>The contract will run from 15 September 2026 to 31 March 2030, with the option to extend for a further two years until 31 March 2032.<br/><br/>Estimated lifetime contract value (15 Sept 2026 to 31 March 2030):£34,629,152.88 Lot 1: This contract has been awarded under the urgent circumstances provision of<br/>the Health Care Services (Provider Selection Regime) Regulations 2023.<br/>For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award.<br/><br/>The contract relates to the provision of Specialised Mental Health Adult Male Medium Secure Deaf and Specialised Mental Health Adult Male Medium Secure Acquired Brain Injury (ABI) services. Patients are liable to be detained under the Mental Health Act and their risk of harm to others and risk of escape from hospital cannot be managed safely within other mental health settings.<br/><br/>This contract has been awarded following regulatory action affecting the incumbent provider's ability to continue delivering the services in accordance with contractual requirements. The circumstances created an immediate need to secure continuity of highly specialised services and maintain safe patient care arrangements.<br/><br/>A full procurement process could not be undertaken within the timescales required to ensure continuity of service provision. NHS England therefore applied the urgent circumstances provision under Regulation 14 of the Provider Selection Regime Regulations 2023.<br/><br/>The contract will run from 15 September 2026 to 31 March 2030, with the option to extend for a further two years until 31 March 2032.<br/><br/>The longer contract term reflects the highly specialised nature of the services and the requirement for transfer of staff, estates and operational responsibilities, supporting service stability and continuity of care for patients.<br/><br/>Estimated lifetime contract value (15 Sept 2026 to 31 March 2030):£34,629,152.88<br/><br/>The award decision-makers:<br/>The NHS Executive Committee delegated responsibility for decision-making to the National Commissioning Group (NCG).<br/><br/>There were no conflicts of interests declared in reaching the decision to award.
