Summary of the work: Portsmouth City Council Adult Social Care (ASC) Directorate has procured an ASC Case Management (CM) system, the contract has been awarded to SystemC. The ASC Finance system, ContrOCC (SystemC) has been retained but will require to be integrated with the Liquidlogic (SystemC) case management system, ASC has planned for a go-live date of April 2028. ASC is now looking to procure an experienced programme team to lead on the implementation. Should these costs be unacceptable/unaffordable to the Council then they reserve the right to approach the second placed bidder or run a further competition. Estimated contract value (excl VAT): 1500000 Budget details: The supplier should split their proposal (including costings) into two phases, discovery phase, and implementation. At this stage implementation costs will be deemed as provisional with the successful supplier being required to submit final costs following discovery phase. Problem to be solved: The implementation will cover, ready for go-live April 2028: • Implementation of the new ASC CM system (including a customer portal to link with the PCC main website) and the CHIE (Care and Health Information Exchange). • The re-implementation / integration of the ASC Finance system. The ASC Finance system covers in addition to the main ASC finance system, a provider portal and brokerage system. • Implementation of joint case management (activity) and finance reports, provision of statutory and operational reports. Review of ASC Finance API information transferred into PCC corporate financial system, Oracle Fusion. Who the users are and what they need to do: As a project team we require an experienced programme team to lead on the implementation of our new ASC content management system. Current phase: Not started Existing team: The team consists of representatives from Adult Social Care, Finance, procurement and IT. The supplier will be required to work with SystemC who own the ASC CM system. Incumbent supplier: No Working arrangements: The implementation will cover, ready for go-live April 2028: • Implementation of the new ASC CM system (including a customer portal to link with the PCC main website) and the CHIE (Care and Health Information Exchange). • The re-implementation / integration of the ASC Finance system. The ASC Finance system covers in addition to the main ASC finance system, a provider portal and brokerage system. • Implementation of joint case management (activity) and finance reports, provision of statutory and operational reports. Review of ASC Finance API information transferred into PCC corporate financial system, Oracle Fusion. • PCC will lead on the data migration and archiving project, the project manager will be an ASC project manager, with the intention this project will report into the Implementation Programme Manager. The data archiving may also cover ASC Finance as part of the re-implementation. The aim is to ensure that the data migration seamless works with both the implementation team and the supplier. Ensuring the project manager can de-commission the legacy system after April 2028. • PCC wishes for a blended programme approach, as the ASC Service Improvement Programme will review the target operating model (TOM), policies, standard operating procedures, and business processes.
