Tender description
Liverpool City Council currently uses the PCS mCare digital care management system at Milvina and Brushwood Care Homes. The system supports care recording, operational management and performance monitoring across both sites. PCS mCare now offers greater functionality than when it was originally implemented. Adopting this additional functionality would enhance the existing service model by: - enabling more staff to operate within a single digital platform; - supporting consistent approaches to care management; - capturing service delivery activity in a standardised format; - providing managers with real-time oversight of service performance; and - supporting staff development at Milvina and Brushwood Care Homes. Without the additional functionality, operational teams may need to continue relying on manual processes or alternative systems. This could create inefficiencies, increase the administrative burden and limit the benefits of digital working.

About the buyer
Liverpool City Council procures as a local authority for the city of Liverpool, with its approach set out in a published Sustainable Procurement Strategy. Most tender opportunities are advertised on the Proactis ProContract portal, where suppliers register to bid. Higher-value contracts also appear on the Central Digital Platform's Find a Tender service under the Procurement Act 2023. Frameworks and approved procurement routes run through separate platforms alongside the main portal. Lower-value purchases are usually handled through a direct quotation rather than a full tender. Some health and social care commissioning instead follows the Provider Selection Regime.
UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).
Over the past 5 years, most of Liverpool City Council's contract awards have been in construction work, architectural and engineering services and software and information systems.
