Tender description
Contract for the provision of the following services for the Virtual Hospital (VH) programme Alpha Development Phase 2: Digital Definition, DevOps, End to End Development and Data Management Services. This contract can also be used to support a number of short term/time bound/outcome based statements of work across related initiatives. To address the significant challenge to improve planned (elective) care performance and drive productivity improvements, as outlined in The Elective Reform Plan and The 10 Year Plan, the Virtual Hospital Programme is working to establish a new, NHS owned, national digital elective care provider that focusses solely on delivering elective care virtually. It will offer an expanding range of end-to-end specialist elective care services, as a choice for all patients across England. The digital-first entity will deliver patient care unconstrained by geographical boundaries, offering the ability to better align clinical capacity with patient demand. Patient pathways will be delivered remotely, utilising the existing workforce more effectively through flexible working arrangements whilst taking full advantage of the latest technologies and innovations to deliver standardised and timely patient care.

About the buyer
NHS England runs the NHS in England, and buys as a central healthcare organisation with its own team of procurement professionals. Every tender is advertised on Atamis, the NHS's single eCommercial system, and larger contracts appear on Find a Tender. Much of this procurement flows through framework agreements and the Crown Commercial Service. Clinical services are commissioned directly or through the Provider Selection Regime. Seven regional teams support the commissioning of healthcare services across the country. The central commercial function that develops procurement strategy for the whole NHS sits here.
UK health spending has nearly quadrupled to £241.8bn in 2024/25, £20bn up on the year before. £140.6bn of that went to procurement, the biggest sector of UK public spending and the fastest-growing.
Over the past 5 years, most of NHS England's contract awards have been in education and training, health and social work, and IT services.
