Tender description
We are seeking to appoint a supplier to deliver coordinated support to the ‘spoke’ locations outlined in the Specification. The successful supplier will be responsible for overseeing a connected network of services, ensuring clear and efficient referral pathways, and linking veterans to appropriate non‑complex clinical and peer‑support interventions. The service will also be expected to integrate effectively with relevant statutory services where the veteran’s presenting needs require onward connection. Lot 1: The supplier will deliver coordinated support to the ‘Spokes’ for both regional and local assistance, including peer support and access to evidence-based interventions for those with less complex needs. Developing local networks and partnerships between statutory services and third sector organisations, this model represents a ‘no wrong door’ approach, meaning veterans can enter the pathway through multiple routes and still receive consistent, high-quality care as close to home as possible. The ‘spokes’ will also promote wellbeing to enable veterans to ‘wait well’ for treatment. Where complex care is required, the provider will ensure a ‘warm’ handover to statutory services.. This contract will be demand-led, with service volumes determined by the number of referrals received throughout the contract term. A ceiling value has been established to represent the maximum potential expenditure over the full duration of the contract, including any optional extension periods.

About the buyer
The Scottish Government is a devolved central government department that buys through its Scottish Procurement and Property Directorate. Regulated procurements across the Scottish public sector are advertised on Public Contracts Scotland, the national portal set up in 2008. Bids are usually submitted through PCS-Tender, the national eTendering system it funds. The directorate also runs frameworks covering construction, corporate services, ICT, professional services, utilities and HR. Many of these frameworks are open to the wider Scottish public sector as well as central government. The Supplier Development Programme offers free tender training to SMEs and third sector organisations.
Procurement spend from central entities makes up 66% of overall UK public spend.
Over the past 5 years, most of the Scottish Government's contract awards have been in business services, IT services and research and development.
