Tender description

The contract comprises roof refurbishment works at Loughborough Magistrates' Court, 60 Pinfold Gate, Loughborough. The works address longstanding water ingress issues caused by deterioration of the existing roofing systems, including the flat roof, aluminium standing seam pitched roofs and associated flashing details. The existing roof coverings had exceeded their warranty periods, were approaching the end of their service life and required replacement to provide a durable, watertight solution. The scope of the contract includes: Replacement of the existing single-ply membrane flat roof system. Replacement of the existing aluminium standing seam pitched roof system. Replacement of existing rooflights. Repairs to parapets and associated weatherproofing details. Internal repairs and redecoration to first-floor ceilings and wall finishes affected by historic water ingress. Installation of permanent edge protection to facilitate safe future inspection and maintenance. Installation of a permanent roof safety system, comprising either a cable-based lifeline or step-type fall protection system, to provide safe maintenance access in accordance with the manufacturer's recommendations. All associated structural, roofing, drainage, insulation, flashing and making-good works required to complete the refurbishment. The completed works will provide a robust, watertight roof, protect the building fabric from further deterioration, improve the safety of future maintenance activities and reduce the need for ongoing reactive maintenance.

About the buyer

The Ministry of Justice is a central government ministerial department with its own Commercial Standards team providing procurement guidance. Procurement now follows the Procurement Act 2023, in force since February 2025. Higher-value contracts appear on Find a Tender, with Contracts Finder used for lower-value opportunities. Suppliers register and bid through the MOJ Sourcing Portal, the department's e-procurement platform. Much of this procurement flows through framework agreements and dynamic purchasing systems. HM Courts and Tribunals Service, HM Prison and Probation Service and the Legal Aid Agency are the department's main delivery bodies.

Procurement spend from central entities makes up 66% of overall UK public spend.

Over the past 5 years, most of the Ministry of Justice's contract awards have been in education and training, IT services and public administration and defence.
