Tender description
This tender for the Extra Care services is strategically positioned to significantly contribute to Brent Council's Borough Plan outcomes. This setting, dedicated to serving vulnerable adults over the age of 50 and over, is crucial in enhancing resident health and well-being through providing an alternative to care homes, through a core service and assessed support to keep people as independent as possible. Furthermore, the setting not only supports employment in the local community but also enhances the resilience across our community and supports Brent’s strategy of working in neighbourhoods. This tender will ensure the continued alignment with and contribution to the Council's aspirations, promoting a healthier, more equitable, and unified community. The service includes the delivery of extra care housing support services at two extra care housing schemes in Lot 1 and Lot 2: Lot 1 - Extra care schemes at Emma Haas Watling Gardens Lot 2 - Extra care schemes at The Willows Honeypot Lane The services are designed to meet the varying needs of residents, to promote health and wellbeing and to enable borough residents to live independently in their home and reduce the potential of moving to residential care. The support is for older adults with care and support needs at substantial or critical level and an identified social housing need. Needs may include physical disabilities, mental health issues (including dementia, learning disabilities) and a range of other needs. Brent Council is the landlord of both buildings at Emma Haas, Watling Gardens and The Willows, Honeypot Lane. There are 45 units at Emma Haas and 61 units at The Willows, of which 5 are used as step-down properties. The term step-down is used to describe accommodation units used to house residents who are medically fit to be discharged from hospital but continue to require care and support preventing a return to their own homes or may need a different type of accommodation. Contract Term: Four years plus a single two-year extension. Extensions will be dependent on future funding settlements for the Council. The estimated budget total of the contract will be £10,570,056.

About the buyer
Brent Council is a London borough council and local authority, running procurement through its own in-house corporate Procurement team. Open tenders are advertised and suppliers submit bids through the council's ProContract portal. Lower-value contracts are generally sourced and managed directly by individual service departments across the council. Larger, higher-value contracts are instead led by the corporate Procurement team. A dedicated local supplier database lists smaller-value opportunities specifically for businesses based in the borough. Brent's own Contracts Register, published on the ProContract portal, records every awarded contract going back to 2012.
UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).
Over the past 5 years, most of London Borough of Brent's contract awards have been in health and social work, business services and construction work.
