Tender description

Wokingham Borough Council intends to recommission an integrated, all-age community drug and alcohol treatment and recovery service for people who live in Wokingham Borough, including support for anyone affected by substance use. The service will provide accessible, trauma-informed and person-centred prevention, early intervention, harm reduction, evidence-based treatment and recovery support for alcohol and drug use. The intended aims are to improve access, engagement, treatment outcomes and continuity of care, reduce drug- and alcohol-related harm and inequalities, and deliver a responsive, evidence-led service aligned with local need and national guidance. Purpose of the market engagement This market engagement is intended to inform the Council’s approach to the proposed recommissioning and to help ensure that the future service model is deliverable, financially sustainable and attractive to the market. It will provide potential providers with an opportunity to comment on: • the proposed scope and service model • the indicative financial envelope • market interest and potential provider appetite to participate in a future procurement process The Council intends to begin market engagement during the week commencing 19 October 2026. The format of the market engagement has not yet been determined. Depending on the level of interest and the responses received from potential providers, the Council may hold a group engagement event, individual provider discussions, or a combination of both.
