Improve data quality through validation and automated coding. Enable exports compatible with current systems, GCP and future platform changes. Provide maintenance, updates and issue resolution. Support flexible survey development and extend the service to LGVs, including survey design, routing, validation, coding and reporting for international and RoRo freight movements. Estimated contract value (excl VAT): 784000 Budget details: The estimated contract value is £588,000 for the initial 36-month term with an optional 12-month extension estimated at a further £196,000 subject to ongoing requirements and budget availability. Why the work is being done: The online survey requires ongoing maintenance and further development to meet the requirements for collecting Official statistics on road freight and the changing needs presented by new users or new policies created. A significant new area of development will be required to extend the existing Digital Road Freight survey service to support the collection of freight data from Light Goods Vehicles (LGVs) and transition the data storage into a new GCP environment. Problem to be solved: 1) Maintenance of the Digital Road Freight statistical surveys. 2) Ensure data can be exported in-line with current processing technology in GCP with potential to export to other platforms if DfT changes software. 3) Service implementation and ongoing maintenance support. 4) Facility to add, edit or delete module questions ad hoc 5) Expansion of the Road Freight surveys to include Light Goods Vehicles (LGVs) Who the users are and what they need to do: - UK road freight hauliers and wide range of businesses with licensed HGVs - Complete the Digital Survey. - GB Ferry Operators. Complete the Digital Survey. - DfT data collection and statistical team: Collect, process, publish and analyse road freight data obtained via the survey. - DfT Architects: Those who provide departmental architectural standards, principals and provide assurance to digital projects. - DfT Live service: Those who provide the Cloud Engineering and Cyber Security services. Preliminary market engagement: N/A Work done so far: The RFS team, along with contracted suppliers, has completed the following stages for the online survey platform: • Discovery: Identifying user needs and requirements. • Alpha: Prototyping and initial development. • Private Beta: Testing with a select group of users. • Live Service: Launching the platform for widespread use. Current phase: Live Existing team: The appointed supplier will be expected to provide all resources required for the Maintenance and ongoing works. DfT will provide a -Service Owner and Product Manager and Project Assurance lead. The appointed supplier will work closely with members of the Road Freight Statistical and Data collection team, who will also be a user of the service. Incumbent supplier: Yes Provide further information: Ghost Digital Working arrangements: The supplier is expected to work full-time, 37 hours per week (7.4 hours per day), Monday to Friday. The supplier must be available/contactable during core hours, 10am to 4pm. Security clearance: Security Check (SC) Additional information on security clearance: SC Clearance to be active on the contract start date. Bidders will be required to provide evidence of clearance.
