Award of P26-0058: Edinburgh BioQuarter - Agent and Commercial Advice

This is a call-off from Government Commercial Agent (GCA) framework – Estates Management Services 2 – Lot 1: Total Estate Management Services.Scottish Enterprise intends to procure a commercial property consultant (or consortium with a lead agent) to support the strategic development, marketing, disposal and commercialisation of its land and property assets at Edinburgh BioQuarter.Edinburgh BioQuarter is a major life sciences and health innovation district located approximately three miles south east of Edinburgh city centre. The area integrates significant clinical, academic and commercial facilities, including the Royal Infirmary of Edinburgh, key University of Edinburgh research institutes, NHS Lothian assets and Scottish Enterprise’s commercial accommodation.SE owned BioQuarter landholdings currently support around 260,000 sqm of developed space and are master planned to deliver c.360,000 sqm of future commercial and mixed use development, together with an allocation for approximately 2,500 residential units as part of the evolving high density Health Innovation District.The contract will provide coordinated commercial property and strategic advisory services across SE’s BioQuarter assets. The appointed consultant will support SE in:• Procuring a private sector partner to deliver Multi Occupancy Building 2 (MOB2)• Undertaking commercial lettings, marketing and agency services for Building Nine and the Biocubes• Delivering strategic advice, marketing and disposal support for 34.43 hectares of SE owned land• Providing ongoing commercial, valuation, market and development consultancyService 1 – Procurement of Private Sector Partner for MOB2• Review existing work, provide procurement strategy, financial modelling, tender documentation, evaluation and negotiation support• Red Book valuation and ongoing advisoryService 2 – Agency Services (Building Nine & Biocubes)• Marketing, viewings, HOTs, legal liaison, enquiries, marketing plans, monthly and quarterly reporting• Compliance with SPFM and Subsidy Control requirementsService 3 – Strategic Delivery, Marketing & Disposal of Land• Disposal approach (sale, lease, procurement), marketing, negotiation, transaction management, Red Book valuationsService 4 – Ad Hoc Consultancy• Strategic property advice, market and valuation support, commercial due diligence, other advisory servicesThe contract is anticipated to run for three years, with the option of 2 x one year extensions. The estimated aggregated value of the services is anticipated as being between GBP450,000 and GBP500,000 (excl VAT).
