Treatment of Scrap Metal

Tender description

PKC is seeking a contractor for the treatment of scrap metal derived from householders and businesses at all 9 HWRCs. Scrap metal is an income generating commodity. PKC Waste Services strives to maximise best value across all waste streams, and income generating commodities such as scrap metal helps to relieve budget pressures. It is proposed that the DPS option is pursued. The use of the DPS recognises that suppliers have already carried out the work to be pre-qualified and is less resource intensive but still allows Local Authorities to have control over specifications within the tender. The use of a DPS also honours the Councils preferred procurement hierarchy. Lot 1: Perth and Kinross Council are seeking to appoint a suitably qualified and experienced Service Provider to enter into a three year contract, with the option of two one year extension periods, commencing on 1st June 2026 for the treatment of the Council’s mixed scrap metal. The Council, in seeking best value, is opening up under this tender on Lot 7 the option for bidders to respond against two possible Service Models: -Service Model A (treatment only) – where the Council hauls the scrap metal from Friarton Depot, Perth (to within a 120 mile round trip haulage limit), to the appointed Service Providers treatment facility; and / or -Service Model B (haulage and treatment) – where the Council bulks the scrap metal into the appointed Service Providers containers on arrival at Friarton Depot, Perth and the Service Provider (or their appointed sub-contracted haulier) hauls to their nominated treatment facility or third party reception point.
