About the buyer
Liverpool City Region Combined Authority brings together six Merseyside councils and Merseytravel, and buys as a local authority with its own procurement team led by a Head of Procurement. Suppliers register free on The Chest, the e-sourcing portal used for tender notifications. Larger contracts are also advertised on Find a Tender. Sourcing runs through a mix of open tenders and cross-government frameworks, including Crown Commercial Service agreements. A forward-looking pipeline lists larger opportunities before they reach market. Compliance with the Procurement Act 2023 sits with a dedicated Procurement Review Unit.
UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).
Over the past 5 years, most of the Liverpool City Region Combined Authority's contract awards have been in business services, research and development and architectural and engineering services.
