Tender description

The Totara platform (known within the Trust as YAS247) is a business-critical system that supports the Trust's learning, appraisal, compliance and workforce development activities. Think Learning is the Trust's incumbent supplier and, following its merger with Chambury Learning Solutions in late 2024, is now part of the Totara Group. The Trust has confirmed that it is fully satisfied with the supplier's performance and wishes to continue with the existing service. Lot 1: The Trust requires the provision of its Totara Learn and Totara Perform Learning Management System (LMS), known within the Trust as YAS247, which is a business-critical platform supporting learning, appraisal, compliance and workforce development activities. A benchmarking exercise was undertaken through the G-Cloud 14 Framework, reviewing service offerings from six suppliers providing Totara services. The assessment considered service offering, capability, NHS experience and ability to meet the Trust’s functional requirements. Think Learning, the incumbent supplier and a Totara Platinum Partner, was identified as the Most Advantageous Tender (MAT), providing the most comprehensive solution aligned to the Trust’s requirements while maintaining continuity of the existing service. The contract will therefore be awarded to Think Learning via the CCS G-Cloud 14 Framework, providing a compliant route to market and avoiding the operational disruption, data migration, retraining and implementation risks associated with transitioning to an alternative supplier.

About the buyer

Yorkshire Ambulance Service NHS Trust provides emergency and non-emergency ambulance services across Yorkshire, and buys as an NHS trust with its own procurement team. Every tender runs through Atamis, the Trust's e-procurement system, with larger opportunities also advertised on Find a Tender. Contracts follow the Public Contract Regulations 2015 and a risk-balanced approach that looks beyond price alone. Non-emergency patient transport is commissioned under the Provider Selection Regime rather than open tender. The Trust also runs its own framework agreement for patient transport subcontractors.

UK health spending has nearly quadrupled to £241.8bn in 2024/25, £20bn up on the year before. £140.6bn of that went to procurement, the biggest sector of UK public spending and the fastest-growing.

Over the past 5 years, most of Yorkshire Ambulance Service NHS Trust's contract awards have been in medical equipment and pharmaceuticals, transport equipment and repair and maintenance.
