Tender description

Wigan Council is seeking to establish a Day Opportunities Quality Framework to deliver high-quality, person-centred support for adults with care and support needs across the Borough. The Council is committed to working collaboratively with individuals, communities and partner organisations to provide opportunities that enable adults to achieve fulfilling and meaningful lives. The Council's approach is founded on recognising and building upon individual strengths, aspirations and potential, promoting independence, choice and control, and supporting adults to participate fully in their local communities. The provision of Day Opportunities contributes to Wigan's Progress with Unity mission by reducing barriers associated with disability, ill health and social isolation. Through strengths-based and outcome-focused support, services will help adults develop confidence, independence and life skills, while creating pathways into volunteering, education, training and employment. Providers will be expected to deliver services that contribute to reducing health and social inequalities and support individuals to achieve their personal outcomes. The Framework is intended to support a diverse range of adults with differing levels of need. Providers must deliver flexible, responsive and outcome-focused services that enable adults to access the right support, in the right place, at the right time. Depending on individual needs, preferences and agreed outcomes, provision may be delivered: • at different times of the day, including full-day, half-day and bespoke sessional arrangements; • within specialist settings; • within mainstream community settings; • through outreach and neighbourhood-based support; • through a combination of building-based and community-based provision; and • through the appropriate use of digital tools, virtual support, assistive technology and technology-enabled care. The Day Opportunities Quality Framework is divided into the following Lots: Lot 1: Confidence and Community Connections Lot 2: Enablement Support and Living Well Lot 3: Specialist Ongoing Care and Support Services delivered under the Framework should provide purposeful, person-centred support that: • enables individuals to participate in meaningful, enjoyable and stimulating activities; • promotes independence, choice and control; • supports people to maintain and develop practical, social and life skills; • provides access to education, training, volunteering and employment opportunities where appropriate; • enables people to develop friendships and maintain social connections; • supports active participation within local communities; • reduces social isolation and loneliness; • provides care and support in a safe, inclusive and appropriate environment; and • provides unpaid carers with planned and valuable breaks from their caring responsibilities. About the buyer

Wigan Metropolitan Borough Council is a local authority in Greater Manchester, and buys through its own Procurement and Performance team. Suppliers register on The Chest, the council's primary portal for advertising tenders and submitting bids. Smaller contracts go to a limited number of quoted suppliers rather than open tender. Frameworks from the Crown Commercial Service and ESPO cover many common goods and services. Commissioning plans are published jointly with partner NHS trusts and Wigan and Leigh College. All bids must also meet Procurement Act 2023 rules through the Central Digital Platform.

UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).

Over the past 5 years, most of Wigan Metropolitan Borough Council's contract awards have been in construction work, business services and architectural and engineering services.
