Tender description

Oxfordshire County Council is considering the future commissioning of a countywide Housing and Health Single Point of Contact service. The current service is known as Better Housing Better Health. The current service includes telephone and online advice, Warm and Well assessments, targeted home visits, practical support, casework, onward referral, partner training and outreach. It supports residents affected by fuel poverty, energy affordability, cold or overheating, damp and mould, poor ventilation and other housing-related health concerns. The Council is considering which functions should form part of any successor service. The Council is using this questionnaire to understand the current level of market interest and whether organisations have the capability and capacity to deliver the service, either independently or with delivery partners. Responses will be used to improve the Council’s understanding of the market and may inform the procurement strategy and the service model. This is an early, non-binding market engagement exercise. It is not a call for competition or an invitation to tender. No decision has been made about the procurement route or future provider. Keywords: Public Health, Communities

About the buyer

Oxfordshire County Council governs the county of Oxfordshire, and buys as a local authority under its own contract procedure rules. Opportunities are advertised on the South East Business Portal, and larger contracts move to the Find a Tender Service. Hampshire County Council processes supplier registration and invoicing through a shared online self-service system. Suppliers use that system to upload invoices, receive purchase orders and track payment status. The Procurement Act 2023 introduced a more flexible competitive procedure for contracts advertised since February 2025. Ethical and social value standards apply throughout tender evaluation for the council's larger contracts.

UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).

Over the past 5 years, most of Oxfordshire County Council's contract awards have been in construction work, architectural and engineering services and business services.
