About the buyer
Liverpool City Council procures as a local authority for the city of Liverpool, with its approach set out in a published Sustainable Procurement Strategy. Most tender opportunities are advertised on the Proactis ProContract portal, where suppliers register to bid. Higher-value contracts also appear on the Central Digital Platform's Find a Tender service under the Procurement Act 2023. Frameworks and approved procurement routes run through separate platforms alongside the main portal. Lower-value purchases are usually handled through a direct quotation rather than a full tender. Some health and social care commissioning instead follows the Provider Selection Regime.
UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).
Over the past 5 years, most of Liverpool City Council's contract awards have been in construction work, architectural and engineering services and software and information systems.
