Tender description
The Council wishes to test the level of market interest in this contract. The level of interest shown in this opportunity will enable the council to determine the most appropriate procurement route for this contract. Bristol City Council are seeking input from the market regarding the procurement of vehicle removal, storage and disposal services. This relates to the following services: Parking Services - Vehicles that are identified as illegally parked and have been issued with a Penalty Charge Notice prior to removal or those vehicles identified as having received but not paid Clean Air Zone Penalty Charge Notices. This service will be city wide. Estate Management - Most Housing Services controlled car parks within Bristol have parking rules that apply to them. These rules will include various rules relating to parking appropriately, having a valid car tax and MOT, and in some schemes displaying a valid permit. Calls to the contractor about cars that are not adhering to car park rules could be made by Bristol City Council staff, the police, or tenants. Cars not adhering to car park rules are to be removed and stored. To collect their vehicle, the car owner needs to pay the contractor for the cost of removal and storage. On occasion Bristol City Council Housing Services may request the removal and storage of vehicles in other situations and will pay the relevant costs. City Docks - Vehicles not displaying a valid permit and parked in sections of land limited only for use by registered BCC City Docks service, sites include (but aren’t limited to): Avon Quay, Underfall Yard, Wapping Wharf, Lloyds Amphitheatre, South Building Service Yard, M Shed / Prince Street, The Pavilion, Mud Dock, The Grove, Bathurst Basin, Hannover Place, Phoenix Wharf. About the buyer
Bristol City Council is a local authority that runs its own Procurement and Contract Management Service. Larger contracts are commissioned through ProContract, the council's Due North e-tendering portal, where suppliers register for alerts. High-value opportunities also appear on Find a Tender, and Contracts Finder carries lower-value contracts. Frameworks, dynamic purchasing systems and awarded contracts are listed on the council's e-procurement contracts register. A commercial pipeline gives a forward look at anticipated outsourcing over the next twelve months. Adult social care is commissioned by the Adult Care Commissioning team, largely through a single commissioning framework.
UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).
Over the past 5 years, most of Bristol City Council's contract awards have been in health and social work, construction work and architectural and engineering services.
