NP50827 Hygiene Paper Products and Associated Dispenser Systems

Tender description

Commencement of a new procurement process for the supply of hygiene paper products and associated dispenser systems. The procurement will include, but is not limited to: Toilet tissue Paper hand towels Couch rolls Associated dispenser systems Installation and implementation services Maintenance and support services PSD Scotland intends to establish a national sole-supplier contract for NHS Scotland organisations. The procurement is expected to include the replacement and implementation of a new dispenser estate across NHS Scotland Health Boards and Special Health Boards. Lot 1: PSD Scotland intends to establish a national sole-supplier contract for the provision of hygiene paper products and associated dispenser systems on behalf of participating NHS Scotland Health Boards and Special Health Boards. The contract is expected to include, but is not limited to: - Toilet tissue products; - Paper hand towels; - Couch rolls; - Associated dispenser systems and accessories; - Site surveys and implementation planning; - Supply, installation and commissioning of replacement dispenser systems; - Project management and mobilisation support; - Removal, recycling and/or disposal of existing dispenser infrastructure; - Maintenance, warranty and support services; and - Performance management, reporting and continuous improvement activities. The procurement will support the replacement and implementation of a standardised dispenser estate across participating NHS Scotland organisations through a phased national implementation programme. PSD Scotland is seeking a commercial model whereby dispenser infrastructure is supplied, installed and maintained without requiring upfront capital investment from participating NHS Scotland organisations. The successful supplier will be expected to recover its investment through the commercial arrangements established under the contract. Recognising the scale of investment required to deliver a national dispenser replacement programme, PSD Scotland anticipates that the contract will be of sufficient duration to enable the successful supplier to recover implementation and dispenser infrastructure costs whilst delivering value for money over the life of the contract. Participating organisations will be expected to implement and utilise the awarded solution for the duration of the contract. No minimum expenditure or volume commitment is proposed, and purchasing activity will remain dependent upon operational requirements. A key objective of the procurement is to establish a non-proprietary dispenser estate that supports future competition and long-term flexibility. Dispenser systems must not be restricted to a single supplier's consumable products and should facilitate the use of equivalent and compatible consumables from multiple manufacturers. The solution should minimise dependency on proprietary systems and support NHS Scotland's ability to undertake future competitive procurements for hygiene paper consumables. PSD Scotland is seeking solutions that provide long-term sustainability, resilience and value for money, including arrangements whereby ownership of the dispenser estate transfers to NHS Scotland at an agreed point during or following the contract term. Suppliers are invited to provide feedback on contract duration, implementation methodologies, dispenser compatibility standards, asset ownership models, lifecycle management approaches, sustainability opportunities and contractual mechanisms that support supplier investment whilst delivering long-term value for NHS Scotland.
