Fire Risk Strategies (Pagabo Professional Services in Construction and Premises – AVP-TEA-3001 Lot 20)

The Police and Crime Commissioner for West Mercia ("the Authority") invites Tenders for the provision of Fire Risk Strategies in accordance with the requirements, instructions, information, guidance and specifications set out within this Invitation to Tender ("ITT"). The Authority has identified the Pagabo Professional Services Framework as the preferred route to market utilising the Pagabo Professional Services Framework – Lot 20 (Fire Engineering). The scope of this Tender comprises the delivery of the Fire Risk Strategies detailed within the Specification and Pricing Schedule. Strategy requirements have been categorised as Priority 1, 2 and 3, reflecting the Authority's current priorities and anticipated programme of works. Subject to the availability of funding and approval of the business case, the Authority intends to appoint a single service provider to undertake the Services in accordance with the Specification, Pricing Schedule and associated Tender Documents. The Authority's initial intention is to commission all strategy requirements identified as P1 through an initial Call-Off Contract. The initial Call-Off Contract and all subsequent Call-Off Contracts shall be undertaken in accordance with the Pagabo Professional Services Framework – Lot 20 (Fire Engineering) framework and tender documents any project-specific requirements set out within the relevant Call-Off documentation. The Contract is anticipated to commence in November 2026 following contract award and shall continue for an initial period of two (2) years. The Authority reserves the right, at its sole discretion, to extend the Contract for a further period of 1 x twelve (12) months following a review of service performance. Any extension shall be subject to: • the operational and organisational requirements of the Authority; • the availability of funding, which shall remain entirely at the Authority's discretion; • the successful bidder maintaining performance standards acceptable to the Authority throughout the preceding Contract period; and • the Consultant offering pricing and overall value for money that remains acceptable to the Authority during the extension period. The Authority does not guarantee any minimum volume or value of work under the Term Agreement, and all future strategy requirements shall be commissioned solely at the Authority's discretion through individual Call-Off Contracts.
