The Vale of Glamorgan Council is seeking to appoint a suitably qualified and experienced Market Business Planning and Commercial Strategy Consultant to support the redevelopment of the former Wilko store, 59–71 Holton Road, Barry. The commission will provide an evidence-based assessment of the proposed ground-floor indoor market, including market demand, trader and occupier mix, soft market testing, sustainable rental and charging levels, income potential, operating costs, alternative operational and governance models, and financial viability, culminating in a five-year Profit and Loss forecast and editable financial model. The commission will also include a distinct options appraisal for the upper floor, building upon existing engagement and evidence to identify, test and recommend viable future uses based on demand, income potential, deliverability and compatibility with the ground-floor market. The Consultant will work collaboratively with the Council, its Economic Development Team, appointed Architect and specialist Market Designer, providing clear, practical and tangible outputs to inform the emerging design, business case, funding applications and future Council investment and operational decisions.
