About the buyer
Housing 21 is a nonprofit housing association that provides retirement and extra care housing for older people, buying through its own dedicated procurement team. Contracts above the UK threshold are advertised through the government's Find a Tender service. A procurement pipeline lists upcoming high-value opportunities for the year ahead. Bidders register interest and submit through the Delta electronic tendering portal. Below that threshold, local housing managers source quotes directly from accredited contractors for everyday services such as gardening and window cleaning. Every appointed contractor must hold safety accreditation such as Construction Line, SafeContractor, SMAS or CHAS.
£434bn was the total UK public sector procurement spend in FY 2025/26.
Over the past 5 years, most of Housing 21's contract awards have been in construction work, repair and maintenance and IT services.
