Tender description
Lutterworth East is a major urban extension located in Lutterworth, which secured outline planning permission in 2022. Leicestershire County Council ('LCC', 'the Client') is progressing the next phase of delivery, and to support these activities, LCC has appointed an integrated advisory team to provide Highways & Transport Design and Feasibility Services, and Commercial / Quantity Surveyor Cost Advisory Services. The primary purpose of this appointment is to: Assess and de-risk the current highways design position. Identify design gaps and required surveys. Test interim access options. Provide a pathway to technical approval and construction. Support infrastructure cost certainty for market-facing discussions. This contract was awarded as a result of a further competition under the Midlands Highways Alliance Plus Professional Services Partnership 4 Framework. The contract value is £39,950.00 ex VAT for the initially identified lump-sum priced activities. The scope of this contract may be expanded to include further design and development advice services on a time charge basis.

About the buyer
Leicestershire County Council buys as a local authority, advertising larger contracts on the government's Find a Tender service. Smaller contracts appear separately on Contracts Finder, the portal for lower-value public work. Some contracts also run through frameworks set up by outside bodies, including ESPO, and suppliers apply to join those directly. The council itself trades nationally as ESPO, running framework agreements for public bodies nationwide. A two-year procurement plan on the council's open data site lists contracts still to come. Suppliers must also register on Find a Tender, a requirement since April 2026.
UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).
Over the past 5 years, most of Leicestershire County Council's contract awards have been in transport services, construction work and architectural and engineering services.
