Tender description

Leicester City Council ('the 'Authority') invited Tenders for the provision of HENRY Programme. This is a below threshold contract and the procurement process followed was an open procedure in line with the below-threshold procurement obligations under the Procurement Act 2023. Henry stands for 'Health, Exercise and Nutrition for the Really Young'. The Henry approach is a unique and holistic approach of working with families with children aged 0-5 that is underpinned by the evidence on risk and protective factors for whole-family nutrition, healthy weight and child development. The Henry approach brings together support for parenting efficacy, family emotional wellbeing and behaviour change with information about nutrition, physical activity, oral health and more. Parents and children supported by Henry become a healthier weight and make statistically significant lifestyle changes which independent clinical trials show are sustained at follow-up. The provider will offer sessions that support parents to give themselves and their children the best opportunity to develop healthy relationships with food and physical activity. The initial term of the Contract will be 2 years with an option to extend, subject to satisfactory performance outcomes and agreement by the Authority, for two further periods of one year (2+1+1) taking the contract term to a maximum of 4 years. ## Contract award

About the buyer

Leicester City Council buys as a local authority, advertising most opportunities through East Midlands Tenders, its regional supplier portal. Larger contracts appear on Find a Tender instead, where any supplier awarded a contract must also register from April 2026. Some contracts run through outside frameworks, including ESPO and the Government Commercial Agency. Suppliers apply to those bodies directly to become approved framework suppliers. A two-year procurement plan for 2026 to 2028 is published on the council's open data site. Supplier selection also weighs social value, such as local job creation and environmental impact, alongside price.

UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).

Over the past 5 years, most of Leicester City Council's contract awards have been in transport services, construction work and software and information systems.
