Tender description
he Authority has been managing Traffic Regulated Orders (TROs) in a paper format with a digital system being employed to manage Cambridge City's TROs since the early 2000s. The contract is for the supply and support of an IT system that will manage the Authority's permanent and experimental TRO, allowing the Authority to draft, consult, make, display for the public and record TROs. It may also have the capability to manage the County's network of Quiet Lanes pursuant to requirements laid out in the "The Quiet Lanes and Home Zones (England) Regulations 2006", and the "Transport Act 2000" s268. ## Contract award

About the buyer
Cambridgeshire County Council buys as a local authority for Cambridgeshire, with a dedicated procurement and commercial team supporting suppliers. Most tenders are published through ProContract, the council's electronic procurement system. Larger procurements also appear nationally on Find a Tender, the government's procurement portal. Health related contracts are commissioned through the Provider Selection Regime instead. The children's commissioning team runs dynamic purchasing systems for external placements, home and community support and supported accommodation for young people. A separate dynamic purchasing system covers education and social care transport, from minibuses to taxis.
UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).
Over the past 5 years, most of Cambridgeshire County Council's contract awards have been in health and social work, construction work and IT services.
