This Pre Market Engagement exercise is being undertaken to establish a Heat Network Consultancy Services Framework to provide STAR Procurement, its member authorities, and other eligible public bodies with access to pre-qualified and competent Consultants capable of delivering specialist services across the full life cycle of heat network projects—from feasibility and design to compliance, tariff modelling, and decarbonisation and future proofing planning.
