Tender description

As a Waste Disposal Authority, Devon County Council is responsible for providing facilities (Household Waste Recycling Centres (HWRCs)), at which members of the public can discard their bulky household waste. The Authority tendered this service provision in 2016, with an initial term of 1st April 2017 to 31st March 2022 and a maximum extension period of a further 4 years. The Authority has extended the contract for the maximum extension period, meaning that the contract will officially end on 31st March 2026. As such, a tender exercise is required to put in place a new contract for the HWRC and two Transfer Station for 1st April 2026. We are proposing to undertake a market engagement process in early 2025, once a service review has taken place the preferred delivery model has been identified and has received Cabinet approval. The initial term to be for a period of approx. 5 years with a maximum extension period of 5 years. The total costs above are based on the 2023/24 annual costs multiplied by 10 years (5 year initial term + 5 year extension). ## Contract award

About the buyer

Devon County Council runs local government services across Devon, and buys as a local authority through procurement specialists based across its eight directorates. Every contract opportunity is advertised on the Supplying the South West Portal, shared with councils and organisations across the region. The council is also a member of the Devon and Cornwall Procurement Partnership, alongside district councils, colleges and NHS services in the region. Social care and health providers work with a separate Provider Engagement Network and Market Management Team. Prospective providers meet that team to discuss proposals before any contract is issued.

UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).

Over the past 5 years, most of Devon County Council's contract awards have been in construction work, transport services and health and social work.
