Tender description
The NHS Health Check programme is aimed at detecting those most at risk of Cardiovascular Disease (CVD) and will be offered to patients aged 40-74 years old. This programme is provided by GPs in Leicester City who are given a payment for every patient seen and if a patient is placed on a management plan a further payment is given. A patient who is assessed as not needing to be placed on a management plan, then the patient is recalled to have a further check every 5 years until either they are ineligible through age (or in the intervening time placed on a disease register for a condition). In the event that a patient is assessed as needing to be placed on a clinical pathway to have their conditioned managed then a one-off payment is given to the GPs, and the patient is no longer invited for a Health Check. This proposal is to continue with the commissioning of this service through Direct Award Process B under the Provider Selection Regime. About the buyer
Leicester City Council buys as a local authority, advertising most opportunities through East Midlands Tenders, its regional supplier portal. Larger contracts appear on Find a Tender instead, where any supplier awarded a contract must also register from April 2026. Some contracts run through outside frameworks, including ESPO and the Government Commercial Agency. Suppliers apply to those bodies directly to become approved framework suppliers. A two-year procurement plan for 2026 to 2028 is published on the council's open data site. Supplier selection also weighs social value, such as local job creation and environmental impact, alongside price.
UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).
Over the past 5 years, most of Leicester City Council's contract awards have been in transport services, construction work and software and information systems.
